Instead of making one or two people rich through the lottery, just give everyone a portion of the prize. It might help. Also too, compared to how much was used to bailout the banks it would be small potatoes with a bigger immediate impact. We could then all be welfare queens.

Ummm... I know, how about we just have no lottery. Then everybody who buys a ticket would have a portion of the money that went into the lottery by NOT SPENDING IT.
I hate lotteries. It's a way to convince the poor that they have a chance to get out of poverty, when really it helps keep them there by getting them to keep buying into that lucky salvation. It's a tax on people not understanding math and probability. It's anathema to the fundamental purpose of government to better our society.

I don't know if it's a tax, but more so gov't gambling. I see what you're saying though. $330 million to spread across to 300 million people seems so simple.
